The IRS functions under the administrative direction of the Secretary of Revenue and Ministerial Orders of the Ministry of Finance (Department of Revenue). IRS is mainly responsible for discharging important functions like revenue collection for development, security, and governance.
The IRS is regulated by two separate statutory bodies, namely the Central Board of Direct Taxes (CBDT) – the IRS (Income Tax) and the Central Board of Indirect Taxes and Customs (CBIC) – and the IRS (Customs and Indirect Taxes).
IRS officers serve the Government of India by playing important roles in various capacities. While administering direct tax through ITD, they formulate policies, implement such policies and perform the functions of an investigator, quasi-judicial authority, prosecutor, negotiator of international agreements, etc.
Training and Career:
An IRS officer starts his service as Assistant Commissioner of Income Tax in Group A. And recruitment at this level is through the Civil Services Examination conducted by UPSC. Some income tax officers (Group B gazetted) also enter the IRS through promotion. Indian Revenue Service(IRS) Recruitment rules regulate the selection and career prospects of an IRS officer.
After selection, IRS officers undergo training at the National Academy of Direct Taxes (NADT), Nagpur. NADT also conducts induction training for IRS officers and foundation courses for other services. First, the officers are trained in a foundation course for about 4 months, then they go through 16 months of training in specialized modules in Taxation, Accounting, Public Finance, Financial Policy, etc. To highlight global best practices in taxation, the training also includes a study tour and international exposure to different countries.

They play a major role in all activities of Indian Railways – those directly related to training operations, safety, productivity, and earnings, as well as support activities for all departments of IR. IRPS officers are posted to work in Divisions, Workshops, Regional Headquarters, Production Units, and the Ministry of Railways (Railway Board).
They are recruited in IRPS in two ways, they are:
(i) Through the Civil Services Examination conducted every year by UPSC.
(ii)Through promotion in IRPS to Group ‘B’ Personnel Officers working in Zonal Railways.
